2025年7月10-12日,2025中国汽车论坛在上海嘉定举办。本届论坛主题为“提质向新,智赢未来”,由“闭门峰会、大会论坛、技术领袖峰会、多场主题论坛、N场行业发布、主题参观活动”等15场会议和若干配套活动构成,各场会议围绕汽车行业热点重点话题,探索方向,引领未来。其中,在7月11日上午举办的“大会论坛”上,宝马集团大中华区总裁兼首席执行官高翔(Sean Green)发表精彩演讲。以下内容为现场演讲实录:
I am Sean Green from BMW China. This is my first time to attend China
Auto Forum. I would like to extend my gratitude to the China Association
of Automobile Manufacturers for providing such an important platform to
promote strategic exchanges in the automotive industry.
我是来自宝马大中华区的高翔。这是我首次参加中国汽车论坛。借此机会,谨对中国汽车工业协会积极搭建平台、促进汽车产业届交流表示由衷感谢。
The automotive industry has arrived at a crucial juncture in its
development. On the one hand, electrification and intelligent
connectivity are propelling the sector into uncharted realms of
innovation, offering fresh opportunities for high - quality development.
On the other hand, series of structural challenges are imposing
unprecedented risks and uncertainties on the future trajectory of our
industry.
汽车产业的发展已经到了关键时刻。一方面,电动化和智能网联正在推动汽车产业进入全新的创新领域,为高质量发展带来了新的机遇。另一方面,一系列结构性挑战也给汽车产业的未来发展轨迹带来了前所未有的风险和不确定性。
Firstly, geopolitical tensions have substantially disrupted automotive
supply chains. Trade pressures are arising due to protectionism and
unilateralism, which introduces profound vulnerabilities into global
supply networks, exacerbating the risks of production disruption. AI,
Carbon emissions and data management have all emerged as new focal
points for global regulations, bringing unprecedented complexity into
industry development.
首先,地缘政治博弈正深刻改变全球汽车产业链布局。保护主义和单边主义抬头,引发了贸易纷争,全球供应链网络也由此变得脆弱,生产中断的风险加剧。人工智能、碳排放和数据流动已成为全球监管的新焦点,大大增加了产业发展环境的复杂性。
Secondly, innovation in the realm of intelligent connected NEV is
highly dynamic. However, this dynamism is accompanied by unresolved
debates that critically shape future policy direction. Which technology
route will take the lead in the future? Is it BEV, plug - in hybrid,
range-extenders, or fuel - cell technology? And what role shall ICE play
in the future? Does regulatory policy lag behind technology
advancements, or does the technology itself require further refinement
to meet safety and ethical standards for broader deployment? These
controversies reflect a tension between innovation speed and systemic
readiness.
其次,智能网联新能源汽车领域的创新高度活跃。但是,活跃的创新伴随着许多悬而未决的争议,而这些争议将对未来的政策方向产生至关重要的影响。未来哪条技术路线将成为主导?是纯电动汽车、插电式、增程式还是燃料电池技术?内燃机将来将扮演什么角色?是监管政策落后于技术进步,还是技术本身需要进一步完善,以满足更高的安全和道德标准?这些争议反映了创新速度与系统就绪度之间的矛盾。
Thirdly, as a reached consensus, the involution-style competition is
hindering the healthy development of our industry. Persistent price
wars have driven industry profitability down to critically low levels,
which, if not effectively addressed, will trigger quality compromises,
stifle innovation, and ultimately undermine the sector's sustainable
growth.
第三,正如行业已广泛达成的共识,内卷式竞争将阻碍产业的健康发展。持续的价格战已将行业盈利能力降至极低水平,如果得不到有效解决,将引发质量妥协,遏制创新,并最终影响产业的可持续发展。
These challenges are not confined by borders; they demand global
collaboration. As a global OEM deeply rooted in China, BMW believes that
innovation and partnership are the keys to unlocking a resilient,
sustainable future for our industry. Therefore, I would recommend global
automotive enterprises foster collaboration in the three following
aspects:
这些挑战超越国界,需要全球合作。作为一家深耕中国的跨国汽车制造商,宝马坚信创新与合作是开启汽车产业韧性和可持续发展未来的关键。在此,我建议全球汽车企业在以下方面加强合作:
Number 1, jointly promoting free trade and enhance supply chain resilience.
首先,共同促进自由贸易,增强供应链韧性。
Nowadays, globalization has entered a new stage where cooperations and
conflicts coexist. In this new context, free trade and supply chain
resilience need to be promoted in parallel to support each other and
jointly shape a new industrial standard that emphasizes both efficiency
and security.
如今,全球化已进入合作与冲突并存的新阶段。在此背景下,需要同时促进自由贸易和供应链韧性,这两者应该相互支撑,共同塑造既强调效率又强调安全的新产业标准。
The BMW Group aims to serve continuously as a bridge between China and
Europe - especially Germany. Our Chairman Oliver Zipse has been
actively advocating for open markets and multilateralism. During recent
engagements, we have reaffirmed BMW’s position against unilateral tariff
measures, including the EU’s anti-subsidy investigation into Chinese
EVs. We firmly believe that fair, rules-based competition—not
protectionism—is the foundation for long-term industry prosperity.
宝马集团致力于搭建欧洲,尤其是德国与中国之间的桥梁。我们的董事长齐普策一直积极倡导开放市场和多边主义。在近期的交流活动中,宝马一再强调反对单边关税措施的立场,包括欧盟委员会针对中国电动汽车的反补贴税。我们坚信,基于规则的公平竞争——而不是保护主义——是汽车产业长期繁荣的基础。
As a global OEM, we have established production footprints in more
than 30 cities across the world, with Shenyang as our largest production
base. To enhance operational resilience, BMW has been actively driving
the “two-way” localization of supply chain. On one side, we have built a
robust supply chain in China by facilitating the localization of global
suppliers. Meanwhile, we have proactively cultivated Chinese suppliers
to play a stronger role in our supply chain in China, and we are now
accelerating our efforts to assist them in expanding their investment
overseas and becoming an integral part of our global supply chain. For
example, CATL and EVE have become our suppliers for high-voltage
batteries in China and Europe.
作为跨国车企,我们已在全球30多个城市建立了生产布局,其中沈阳是我们最大的生产基地。为了增强运营韧性,宝马一直在积极推动供应链的 “双向”

Promoting free trade and market access, fostering partnership with
outstanding suppliers from China and from the world; that’s how we
“think globally”. Promoting investments and supply chain footprints in
strategic locations; that’s how we “act locally”. This is also our
suggestion to Chinese OEMs who have the ambition to go global. By doing
so, we can jointly build an efficient and resilient supply chain.
促进自由贸易和市场准入,与来自中国和世界各地的优秀供应商建立伙伴关系,这就是我们的全球思维。推进在战略地区的投资和供应链布局,这就是我们的“本土深耕”。这也是我们对有志于走向世界的中国汽车制造商的建议。这样,我们可以共同建立一个高效而有韧性的供应链。
Number 2, promote technology openness and strengthen collaborative innovation in key technical areas.
其次,促进技术开放,加强关键技术领域的协同创新。
Multiple technological pathways are currently vying for dominance in a
vibrant ecosystem. While policy frameworks can guide and accelerate
their development, market forces eventually take the lead.
目前,多种技术途径正在一个充满活力的生态系统中展开竞争。尽管政策框架可以引导和加速技术发展,但市场力量最终将起决定作用。
From BMW's perspective, each technical path has its unique merits and
fits different user groups and scenarios. Hence, we remain committed to
adopting multiple technical routes to achieve decarbonization.
Meanwhile, as electrified vehicles have captured over half of the
market, we would advocate the transition of technological development
from being policy - driven to market - driven, allowing the market to
play a more decisive role in shaping the future of the automotive
industry.

Based on technology openness, Chinese and foreign companies should
collaborate to explore technological pathways, leveraging their
complementary strengths to drive collaborative innovation and
transformative breakthroughs.

That’s how BMW and Chinese partners including CATL, EVE and AESC
collaborate in the GEN 6 battery project for BMW's Neue Klasse. The GEN 6
battery uses the latest large cylindrical battery technology, which can
increase energy density by 20%, range by 30%, and charging speed by
30%. By integrating BMW’s profound know-how in battery formula as well
as the competence of our partners, we jointly created the leading large
cylindrical battery for mass production.
这就是宝马与包括宁德时代、亿纬锂能和远景动力在内的中国合作伙伴在宝马新世代车型第六代电池项目中合作的方式。宝马第六代电池采用最新的大圆柱电池技术,可将能量密度提高

In the realm of ICV, BMW is seamlessly integrating its distinctive
brand concepts with the innovative prowess of China. Our cutting-edge
innovation masterpiece - the New BMW Panoramic iDrive, will bring
customers unparalleled convenience and premium experiences. Meanwhile,
BMW is actively collaborating with Chinese innovation leaders such as
HUAWEI, Alibaba, Tencent and Deepseek to tailor our intelligent cockpit
solutions to the specific needs and preferences of Chinese consumers.
This strategic approach is not only a testament to BMW's commitment to
leveraging local innovation but also an endeavor to solidify our
position in the dynamic Chinese ICV market.
在智能网联领域,宝马正在将其独特的品牌概念与中国的创新实力无缝融合。我们的尖端创新杰作——全新 BMW

Beyond trade and innovation, mutual trust among nations remains the
cornerstone of industrial progress. As emphasized in the recent China-EU
and China-Germany diplomatic exchanges, cross-border
collaboration—anchored in transparency, exchange, and policy
coordination—can help mitigate volatility and foster a shared sense of
direction. This is particularly crucial as our industry undergoes deep
structural transformation.
除了贸易和创新,各国之间的相互信任仍然是工业进步的基石。正如最近的中欧和中德高层交往所强调的那样,以透明、互惠和政策协调为基调的合作可以缓解不确定性,明确共同努力的方向。当我们的行业正在经历深刻的结构转型时,这一点尤为重要。
Number 3, foster global cooperation in sustainability and decarbonization

CO2 and climate issues can only be solved through international
cooperation, for example, by agreeing on the standardization of
calculation methods, compatibility of different technical solutions, and
cross-border sharing of CO2 data.
二氧化碳和气候问题只有通过国际合作才能解决,即就计算方法的标准化、不同技术方案的兼容性以及二氧化碳数据的跨境共享达成一致。
BMW in China started our first Sustainability Report back in 2013,
carrying out extensive collaboration with Chinese supply chain partners.
Since 2020, BMW has initiated a series of cooperations with Chinese
suppliers in the area of green electricity, low-carbon steel, low carbon
aluminum, secondary material, and battery recycling. Our engagements
and achievements have been reflected comprehensively and transparently
in our annual sustainability report. It’s very encouraging to see more
and more automotive OEMs joining the supply chain decarbonization and
sustainable development journey in China. With this, it’s time for the
automotive industry to jointly create a reliable carbon accounting
framework based on primary data, to reward performances through green
energy and recycled materials.
宝马中国早在2013年就已发布首份可持续发展报告,并与中国供应链伙伴开展了广泛的合作。自2020年起,宝马已与中国供应商在绿色电力、低碳钢、低碳铝、再生材料、电池回收等领域开展了一系列合作。我们的行动和成果已全面透明地反映在我们的年度可持续发展报告中。令人欣慰的是,越来越多的汽车制造商正在加入中国供应链减碳和可持续发展的行列。在此背景下,汽车产业是时候共同创建一个基于原始数据的可靠碳核算框架,以奖励通过绿色能源和再生材料取得的绩效。
The China Association of Automobile Manufacturers (CAAM), the German
Association of the Automotive Industry (VDA) and the European open
collaborative data ecosystem Catena-X signed a strategic cooperation
agreement at the Shanghai International Auto Show this April to jointly
promote the construction of a trusted data space and promote the digital
transformation and sustainable development of the global automotive
industry. We believe this will play a crucial role in carbon standard
harmonization and mutual recognition.
中国汽车工业协会(CAAM)、德国汽车工业协会(VDA)和欧洲开放协作数据生态系统Catena-X在今年4月的上海国际车展上签署了战略合作协议,共同推动可信数据空间的建设,促进全球汽车产业的数字化转型和可持续发展。我们相信,这将在碳排放标准的协调和相互承认中发挥至关重要的作用。
Last but not least, jointly creating a healthy competition environment
最后,共同营造良性竞争环境。
We are very encouraged to note that Chinese government has recognized
the significant adverse effects of cut - throat competition on
industrial development and are implementing targeted interventions to
rectify the situation.
十分令人鼓舞的是,中国政府已经意识到内卷式竞争对产业发展的严重影响,并正在采取有针对性的措施予以纠偏。
Meanwhile, as CAAM has repeatedly called for, OEMs should adhere to a
long-term vision, promote self-regulation, and prioritize the collective
interests of the industry. Joint commitment to shortening the payment
terms to suppliers represents a promising initial step. As the saying
goes, “Only when fairness prevails can the market thrive”. We firmly
believe that through sustained collaboration and tangible actions, a
robust interdependence can be established—one that drives the continuous
prosperity of the industry.
同时,正如协会一再呼吁的那样,汽车制造商应坚持长期主义,加强自律,维护产业的共同利益。承诺缩短对供应商的付款账期是积极的第一步。有言道,“公平在,赛场兴”。我们坚信,通过持续的合作和切实的行动,可以建立牢固的共生关系,推动行业的持续繁荣。
